If you need a passport for the first time or to replace a lost, damaged or stolen passport you'll need to complete form "DS-11: Application for a U.S. Passport" which can be located on the web site for the Department of State. You'll have two options for requesting expedited processing for your application. Expedited mailing service offers overnight delivery to the processing agency and back to you. This service costs an extra $60.00 per application in addition to the normal overnight delivery postal fees. Processing using the expedited mailing service typically takes between 2 and 3 weeks before the passport reaches you.
The second option, if you need a passport in less than 2 weeks, is to make an appointment with the National Passport Information Center in your area. These agencies are typically open Monday through Friday from 8 a.m. to 10 p.m. but check with your nearest agency for their hours.
